SPECIAL COUNCIL MEETING
1. This Special Meeting of the City Council of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order 6:34 p.m. by Mayor McGee.
SCHEDULED ITEMS
2. Review/Action on Development of Cedar Hills Golf Course Positions
See handouts. Konrad Hildebrandt stated that at the January 16, 2007, City Council meeting staff was instructed to structure city employees for the golf course. The recommended positions are Managing Director of Golf, Assistant to the Managing Director of Golf, Maintenance Specialist 1 and Maintenance Specialist 1. Job descriptions have been developed for these positions. Salary ranges were achieved through a process survey of comparable cities with golf courses as well as fitting into the salary structure. This meets the objective of staying in the existing approved City budget. No additional money is requested. C. Perry stated that the City needs to be fiscally responsible but pay enough to get good people. The Director of Golf is listed as a salary but is actually an hourly rate. Konrad Hildebrandt stated that the position pays overtime. The Director of Golf meets the criteria of being an exempt employee. Currently the City Engineer and City Manager are exempt employees. There are pros and cons to exempt employees. The position meets FLSA requirements. C. Perry stated that this person will make this golf course work. They must be on the hook and take care of the needs. C. Richardson stated that it makes sense to have the Director an exempt employee. During the off season 30 hour week is good but during the season 40 hours doesn’t make it. The Council consensus is to make the Director of Golf an exempt employee. Konrad Hildebrandt anticipates starting immediately to fill the positions. Staff will look to existing people who are interested in the course by posting internally. Then the positions will be posted outside. C. Perry stated that if internal individuals apply, then they cannot be involved in the hiring process. C. Richardson stated that the Director of Golf should be involved in choosing their staff.
MOTION: C. Perry - To authorize the creation of four full-time positions to staff the golf course with the stipulation that the Director of Golf is an exempt employee status. Seconded by C. Richardson.

Konrad Hildebrandt stated that each employee is on a probationary period to evaluate a work ethic and are at will. The City is not bound if there is not a job available if the Golf Course is sold. Troy Watkins and Dave Strunk are still at the Golf Course until January 31.
