1. This Work Session of the City Council of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order at 8:12 p.m. by Mayor McGee.
2. Motion to go into Executive Session, Pursuant to Utah State Code 52-4-5 (8:15 p.m.)
Utah State Code 52-4-5 designates specific parameters for which a Closed Meeting/Executive Session may be held. This Executive Session was held to discuss the following: Strategy sessions to discuss pending or reasonably imminent litigation.

3. Report on Fiscal Year 2007 Budget (10:17 p.m.)
• The one change to the budget is $56,000 for debt service on the Public Works building. The debt service is funded by franchise fees.
• Canyon Heights Retention Trail is at the entrance to Timpanogos Cove.
• Credit card fees decreased because last year it was over-budgeted. It allows residents to pay with credit cards.
• Employee benefits, from the Water and Sewer Fund, increased because a new employee was added in the Public Works Department. Also, health benefits increased.
• C. Bowman stated that a resident will be approaching the Council for lights along Bayhill Drive. Staff will do an analysis of street lighting issues.
• Capital Outlay in the Motor Pool Fund is money for buying additional vehicles.
• C. Bowman stated that the Parks & Trails Committee would like some money in the budget for shirts.
• Business license module is being proposed this year for $3,500. It was not approved last year. Kim Holindrake stated that the benefit of the module is that it would lessen staff time and allow better tracking of information for business and license types. She said it is important to start with a licensing module now before the commercial zone develops. C. Perry stated that he is uncomfortable with the expense.
• The $35,000 that was budgeted in General Government Expenditures, Repairs & Maintenance is for flooring and paint in the Public Safety Building. C. Perry felt the price was too high.
• Auditing services increased because of the new GASBE 34 requirements. Konrad Hildebrandt said he expects the price to come down this year and told the auditors that he expects it to come down. Auditing services will go out to bid next year.
• Professional/Technical went up for Decisions ’06 and the 30-year anniversary public relations campaign.
• Materials and supplies went down 10% last year; it is being reversed this year. The Mayor and Council Materials and Supplies expenditures were subsidized by other line items last year. The Council said that they would like to have business cards.
• Communications/Telephone line items have different levels of service depending on the department. The line item under the General Government is for the office telephone service. The other line items are for department cell phones.
• Document imaging ($20,000) is for software and equipment to start imaging all documents. The options and proposal for document imaging will be presented to the Council.
• C. Perry stated that as soon as information about tipping fees is available, recyclers should get a break on their bill.
