This work session of the City Council of the City of Cedar Hills, having been posted throughout the City and the press notified, was called to order at by 6:10 p.m. by Mayor McGee.
2. Noticed agenda items for this Regular Council Meeting (6:12 p.m.)
• Amendments to the Guidelines for the Design and Review of Planned Commercial
Harold Lefrandt gave a presentation on a possible mixed-use development in the commercial area. He has a lot of experience in commercial development. The first proposal created had a mountain-lodge feel. This newest proposal has the American-Colonial feel. He is asking for a change to allow the buildings to go up to four stories in a few spots to give height variations. The center area would be an ice rink in the winter and park-like in the summer. He would like the commercial portion to be the best of local merchants. The north side of the complex would have office space above the commercial and there would be multi-family residences on the south side. He has talked to Alliance Residential and likes their concept of luxury apartment projects. Alliance is interested in the project and developing 150-200 units. Mr. Lefrandt said that this project is nothing like Midtown Plaza in Orem. The design and execution of that project are poor. Alliance will give a presentation at the next work session.
C. Wright said that mixed-use communities are successful in areas where people are used to high-rise living. Utahns aren’t. It should either be geared toward young families or retired individuals. Mr. Lefrandt said that he would anticipate a blend of young and older families.
C. Bowman said that the City has envisioned the corner by the roundabout as a location for a city building. Mr. Lefrandt said that the City can consider the corner building. C. Bowman said that she would love to see the fitness center to be accessible to all residents of the City.
Mayor McGee said he would like to see ground-level retail along the west side.

Konrad Hildebrandt presented the FY 2009 salary ranges. Rachel Brown presented the FY 2009 expenditures. See handouts in the April 1, 2008, Regular City Council Meeting.
